State Emergency Services Operation Centre

Lismore

Overview

Post Disaster Command Centre

The Lismore SES headquarters was purpose built to allow the local control to assist the community in storm and flood events, search and rescue, as well a road crash incidents. Designed as a post disaster command centre, the building required the construction to withstand a 1 in 100 year storm event. This criterion, as well as (initially) a limited budget and the functional needs of the SES determined the basic form of the building. During the course of the building contract, funds were made available to construct a large metal clad shed (to house boats and equipment) and additional car-parking, both of which were completed in conjunction with the original contract.

Robust, low maintenance materials were selected for the Council owned and maintained building. A highly recognizable orange and navy blue are the signature colours of the SES and these are literally transposed to the built fabric in the window and door frames and Colorbond gutters and sunscreen elements. At the street address of the building the block work is laid in the checkerboard of the SES.

Highlights

Low Energy Costs

The exterior walls are polished concrete block, including some feature sections, in various colours. The interior is lined with plaster-coated walls and a ceiling grid system. The building incorporates emergency communications, operational and training facilities. Strategies for keeping energy costs low include having the building well insulated, the inclusion of skylights to allow natural lighting and providing good cross ventilation to work spaces, generous eaves, sunscreens to windows and the provision of rainwater harvesting for toilet flushing

Bennett Constructions received recognition for this project being the Winner of the 2008 Master Builders Association of NSW Regional Building Awards – Northern Regions – Best Commercial Building $500,000 – $1m
